SAILING INSTRUCTIONS

1 RULES

1.1. The 2008 Mirror Class Australian Championships shall be governed by the current International Sailing Federation’s (ISAF) Racing Rules of Sailing, the Notice of Race, and the class rules of the International Mirror Class Association, (except as any of these are altered by the Sailing Instructions).

1.2 Yachting Australia Special Regulations Part 2 Off the Beach Yachts shall apply.

1.3 Racing Rules 35, 60.1 (a) 61.3, 62.2, A2 and A4 will be altered as follows;.

1.3.1 Rule 35 – “Time Limit and Scores” will be altered so that a boat failing to finish within 30 minutes of the first boat finishing will be scored DNF.

1.3.2 Rule 60.1(a) – “Right to Protest” will be altered so that breaches of clauses in this Notice of Race 5.3, 21 and 25.1 will not be grounds for protest by a boat.

1.3.3 Rule 61.1(a) is amended by deleting the words "However, boats of hull length less than 6 metres need not display the flag, and if the other boat is beyond hailing distance the protesting boat need not hail."

1.3.4 Rules 61.3 and 62.2 – “Protest Time Limit” and “Redress” will be altered so that the protest time limit is 60 minutes after the last boat has finished the last race of the day.

1.3.5 Rule A2 – “Series Scores” will be altered to provide for variation in score exclusions based on the number of races sailed.

1.3.6 Rule A4 – “Scoring” will be altered so that any boat starting later than 10 minutes after her starting signal shall be scored DNS.

 

2 NOTICES TO COMPETITORS

2.1 Notices to competitors will be posted on the official notice board(s) located at the Montrose Bay Yacht Club. 

 

3 CHANGES TO SAILING INSTRUCTIONS

3.1 Any change to the sailing instructions will be posted before 0900 on the day it will take effect, except that any change to the schedule of races will be posted by 1800 on the day before it will take effect.

 

4 SIGNALS MADE ASHORE

4.1 Signals made ashore will be displayed at the flagmast of the Montrose Bay Yacht Club.

4.2 When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 30 minutes’ in the race signal AP.

5.2 The race committee may at its sole discretion schedule additional races on a race day with a maximum of three per day

5.3 The target duration of races is 50 minutes for the first finisher. (Failure to achieve this target shall not form grounds to seek redress)

5.4  No warning signal shall be made after 12:00 on the last day of racing.

5.5 When more than one race will be held on the same day, the warning signal for the first race and each succeeding race will be made as soon as practicable. To alert boats that a race will begin soon, the postponement signal will be displayed with one sound signal for at least four minutes before a warning signal is displayed.

 

6 CLASS FLAG

6.1 The Class flag will be the black Mirror "M" on a red background.

 

7 RACING AREA

7.1 Races will be conducted in Montrose Bay.

8 THE COURSE

 8.1 The course will be a windward-leeward-triangular course. Start-1-2-3-1-3-1-2-3-Finish as illustrated. The Start/Finish Line will be approximately one third of the way up the beat.

 

9 MARKS

9.1 Marks 1, 2, and 3 will be as described at the briefing.

9.2 A race committee boat signalling a change of a leg of the course is a mark as provided in instruction 11.1.

 

10 THE START

10.1 Races will be started by using rule 26 with the warning signal given 5 minutes before the starting signal.

10.2 The starting line will be between a staff displaying an orange flag on the committee boat at the starboard end and the port-end starting mark

 

11 CHANGE OF THE NEXT LEG OF THE COURSE

11.1 To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark.

 

12 THE FINISH

12.1 The finishing line will be between a staff displaying an orange flag on the committee boat at the starboard end and the port-end finishing mark.

 

13 PENALTY SYSTEM

13.1 A boat that has taken a penalty or retired under Rule 31.2 or 44.1 shall complete an acknowledgment form at the race office within the protest time limit

 

14 TIME LIMITS

14.1 The time limit for the first boat is 90 minutes.

14.2 Boats failing to finish within 30 after the first boat sails the course and finishes will be scored Did Not Finish. This changes Rules 35 and A4.

 

15 PROTESTS AND REQUESTS FOR REDRESS

15.1 Protest forms are available at the race office. Protests shall be delivered there within the protest time limit.

15.2 For each class, the protest time limit is 60 minutes after the last boat has finished the last race of the day. (The same time limit applies to protests by the race committee and protest committee about incidents they observe in the racing area and to requests for redress. This changes Rules 61.3 and 62.2.)

15.3 Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the jury room, located at the Montrose Bay Yacht Club, as described on the Official Notice Board.

15.4 Notices of protests by the race committee or protest committee will be posted to inform boats under Rule 61.1(b).

15.5 On the last day of the regatta a request for reopening a hearing shall be delivered

(a) within the protest time limit if the party requesting reopening was informed of the decision on the previous day
(b) no later than 30 minutes after the party requesting reopening was informed of the decision on that day.

This changes Rule 66.

15.6 Decisions of the protest committee will be final as provided in Rule 70.4.

 

16 SCORING

16.1 RRS Appendix A, Low Point Scoring System, will apply.

  1. Ten races are scheduled

 

  1. When fewer than six races are completed all races shall count.
  1. When six, seven or eight are completed a boat may exclude her worst score.

 

  1. When nine or ten races are completed a boat may exclude her two worst scores.

16.2 Five ( 5 ) races are required to be completed to constitute a series.

 

17 SAFETY REGULATIONS

17.1 Competitors are required to sign on before the start of each group of races and sign off for each race by the end of protest time.

17.2 A boat that retires from a race shall notify the race committee as soon as possible.

 

18 REPLACEMENT OF CREW OR EQUIPMENT

18.1 Substitution of competitors will not be allowed without prior written approval of the race committee.

18.2 Substitution of damaged or lost equipment will not be allowed unless approved by the race committee. Requests for substitution shall be made to the committee at the first reasonable opportunity.

 

19 EQUIPMENT AND MEASUREMENT CHECKS

19.1 A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee measurer to proceed immediately to a designated area for inspection.

 

20 OFFICIAL BOATS

Official boats will be marked as described at the briefing.

 

21 SUPPORT BOATS

All support boats shall keep 100m clear of areas where boats are racing, except in response to a specific request by the Race Committee.

 

22 RADIO COMMUNICATION

22.1 A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

 

23 PRIZES

23.1 Prizes shall be allocated in accordance with the attached schedule.

24 DISCLAIMER OF LIABILITY

24.1 It is the competitor’s decision to enter the Event or to start and continue in any race. Competitors shall accept that their participation in the Event is at their exclusive risk in every respect. By way of entry in the Event competitors shall indemnify the Organising Authorities, and the Host Club, their officers, members, servants and agents in respect to all claims and demands of whatever nature which may be made upon them in connection with or howsoever arising form their participation or intended participation in the Event.

24.2 The Organising Authorities, and the Host Sailing Club, their officers, members, servants and agents accept no responsibility in respect of loss of life, personal injury or loss or damage to property which may be sustained by reason of their participation or intended participation in the Event or howsoever arising in connection with the Event. Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

25 INSURANCE

25.1 All boats competing in the 2008 Mirror Australian Championships shall have third party insurance cover of not less than $5,000,000.

25.2 All owners/competitors who sign the Entry Form are deemed to have made a declaration that they hold such cover.

25.3 Competitors may be required to produce evidence of such insurance and any competitor not holding this cover shall withdraw their entry.

 

SCHEDULE OF PRIZES

Perpetul trophies and prizes may be awarded in the following categories. Any skipper and forward hand can only win one of the categories:

Open Championship

1st skipper (National Champion) and forward hand. Prizes - 2nd & 3rd skippers and forward hands.

Sub-Junior Championship

1st Sub-Junior skipper and forward hand (both skipper and crew under 16 years at 31 December 2007.

Junior Championship

1st Junior skipper and forward hand (both skipper and crew under 19 years at 31 December 2007).

Ladies Championship

1st Lady skipper and forward hand (forward hand need not be female).

Veteran's Championship

1st Veteran skipper and forward hand (skipper over 45 years at 31 December 2007 (forward hand need not be veteran).

Norm Deane Master’s Trophy

1st Veteran skipper and forward hand (skipper over 55 years at 31 December 2007 (forward hand need not be veteran).

Frank Buxton Trophy

1st Family skipper and forward hand (crew of yacht to consist of parent and child of the same immediate family; child to be under 16 years at 31 December 2007).

Cruiserweight Championship

1st Cruiserweight skipper and forward hand (crew with combined weight over 130kg measured at registration).

Cliff Scott Invitation Race
